Good Morning,

A year ago, President Obama signed the Recovery Act, a bold initiative not only to rescue our country from a potential second Great Depression but also to build a new economic foundation for the future of our Nation. At that time, we were in an economic freefall -- hemorrhaging more than 700,000 jobs a month with the middle class under assault and financial institutions on the brink of collapse.

One year later, I’ve prepared a report for the President on the impact of the Recovery Act. Even though we have much more to do, the evidence is clear: the Recovery Act is working.

Before I give you the hard facts, take a look at this video featuring several Mayors -- officials on the front lines of this economic crisis -- who discuss the impact of the Recovery Act.

Now here are some facts from the report I hope you’ll share far and wide:

  • 2 Million Jobs: Public and private forecasters ranging from the Council of Economic Advisors to Moody’s Economy and IHS Global now say the Recovery Act is responsible for about 2 million jobs nationwide. 
  • Economic Growth: We recently learned that our economy grew 5.7 percent in the fourth quarter -- the biggest gain in six years that many economists say is largely due to the Recovery Act.
  • Tax Relief: The Recovery Act provided over $100 billion in tax relief for American businesses and families.
  • Aid to Small Businesses: This past year, the Recovery Act supplied over 42,000 small business loans that provided nearly $20 billion in much-needed capital.
  • Building a New Foundation: The Recovery Act funded tens of thousands of projects nationwide this year that are not only creating jobs right now, but also laying a long-term foundation for economic growth, including investments in high-speed rail, health technology, broadband, a smarter electrical grid, clean cars and batteries, and renewable energy.

White House chief of staff Rahm Emanuel said recently that conservatives are viewing the health care debate “in political terms, and they’ve decided that if they can beat the president on health care reform, they’ve scored a big political victory.” (R-MN) Congresswoman Michelle Bachmann seemed to stress that very point to her conservative audience:

"This is radicalization of America like we have never seen before in the history of our country. But don’t lose heart. Because the polling data is showing — Rasmussen for instance — polling data is showing that President Obama’s numbers are dropping like a rock. As a matter of fact, his polling data now says that President Obama is a mere mortal. (Laughter) And so we can take heart. That is absolutely true."

In an attempt to attack the public health insurance option, Bachmann complained that it would be subsidized, making it more affordable for many Americans. She added, “it would offer equal or better benefits than any plan — but cheaper.” Exactly — that’s the point.

Yesterday, Judge Sonia Sotomayor made her opening statement to the Senate Judiciary Committee and moved another step closer to taking a seat on the United States Supreme Court. In case you missed it, watch the video of her opening statement here:

As President, there are few responsibilities more serious or consequential than the naming of a Supreme Court Justice, so I want to take this opportunity to tell you about the qualifications and character that informed my decision to nominate Judge Sotomayor.

Judge Sotomayor's brilliant legal mind is complemented by the practical lessons that can only be learned by applying the law to real world situations.

In the coming days, the hearings will cover an incredible body of work from a judge who has more experience on the federal bench than any incoming Supreme Court Justice in the last 100 years. Judge Sotomayor's professional background spans our judicial system — from her time as a big-city prosecutor and a corporate litigator, to her work as a federal trial judge on the U.S. District Court, and an appellate judge on the Second Circuit Court of Appeals.

And then there is Judge Sotomayor's incredible personal story. She grew up in a housing project in the South Bronx — her parents coming to New York from Puerto Rico during the Second World War. At the age of nine, she lost her father, and her mother worked six days a week just to put food on the table. It takes a certain resilience and determination to rise up out of such circumstances, focus, work hard and achieve the American dream.

This character shined through in yesterday's opening statement:

In Judge Sotomayor, our nation will have a Justice who will never forget her humble beginnings, will always apply the rule of law, and will be a protector of the Constitution that made her American dream and the dreams of millions of others possible. As she said so clearly yesterday, Judge Sotomayor's decisions on the bench "have been made not to serve the interests of any one litigant, but always to serve the larger interest of impartial justice."

In anticipation of today's first round of questioning, I hope you'll share this email widely, because Judge Sotomayor's confirmation is something that affects every American. It's important for these hearings to be about Judge Sotomayor's own record and her capacity for the job — not any political back and forth that some in Washington may use to distract you. What members of the Judiciary Committee, and the American people, will see today is a sharp and fearless jurist who does not let powerful interests bully her into breaking from the rule of law.

Noam Chomsky, the MIT professor, author and dissident intellectual, just turned eighty years old this past December. He has written over 100 books, but despite being called “the most important intellectual alive” by the New York Times, he is rarely heard in the corporate media. We spend the hour with Noam Chomsky. He spoke recently here in New York at an event sponsored by the Brecht Forum. More than 2,000 people packed into Riverside Church in Harlem to hear his address, titled “Crisis and Hope: Theirs and Ours.” In his talk, Chomsky discussed the global economic crisis, the environment, wars in Iraq, Afghanistan and Pakistan, resistance to American empire and much more.

It's time for action, friends.

We (finally) have a bill introduced in the House of Representatives that will require legislation to be made public 72 hours before it is considered by Congress. Now we need to make sure it passes.

Right now, Congress doesn't actually read the legislation they vote on, and just as bad, we don't have the time to make our voice heard before a new law affects our lives. The status quo is wholly unacceptable, and now we have a way to start changing it.

By introducing House Resolution 554, the bipartisan sponsors Reps. Baird (D-WA) and Culberson (R-TX) have taken us one step closer toward greater transparency, and given us a chance to improve the dialogue between members of Congress and the people who elected them. But H.R. 554 has a long way to go before this straightforward fix becomes law.

For starters, it needs a lot more support in Congress. We've made it easy for you sign our petition and call your representative to ask him or her to co-sponsor the bill. It's simple and important. Our goal is to deliver 15,000 signatures of support for the bill before Congress recesses in August.

Take a moment to sign, call and share the petition with others. It's a small action we can each take to raise awareness of how mind-numbingly absurd it is that Congress doesn't read its legislation, and ultimately make Congress more accountable to us.

This is beyond a small procedural change, friends. There are many reasons having 72 hours of public notice prior to Congress's consideration of a bill is important, and here are a couple examples we found:

  • Most citizens would have supported amending the economic stimulus bill to remove the provision allowing AIG executives to receive retroactive bonuses - if only they had known.
  • The average person probably would have preferred to let the judicial system work rather than have Congress give immunity from lawsuits to telecommunications companies that participated in a controversial wiretapping scheme.
  • Workers hoping to retire on their 401(k) investments might have liked to have some serious analysis of whether credit default swaps ought to be regulated. We know how that worked out.
  • And, just about everyone benefits from mandating time to check for questionable and wasteful spending of taxpayer dollars.

In these cases (and many others), only a handful of congressional staffers and possibly a few well-connected lobbyists knew exactly what was in the bills that, in turn, cost taxpayers billions of dollars, protected industry giants and wreaked havoc on our economy.

No one else - not most members of Congress, the media, interest groups or the public - had time to read the bills, analyze the ramifications and fix the problems efore Congress made their decisions. Time for that to change.

Thousands of you have already signed the petition, and we hope you'll now help us get new signatures and make the calls necessary to have
the kind of impact we need.
